   I.          Big Projects – Completed

 

1)       The Hong Kong Disneyland – Phase I completed by August 2005. The Hong Kong government has earmarked over US$2.8 billion for this project. The value of infrastructure projects to the 280-hectare site alone is expected to cost over US$1.75 billion.  Hong Kong Disneyland Phase I is occupied 126 hectares at Penny's Bay.  Phase I comprises of a Disney theme park, a Disney theme resort hotel complex, and a retail, dining and entertainment centre. 2)       The Hong Kong Disney Resort Line (DRL) – completed by August 2005 at a cost of US$2.59 billion. It is an extension of the MTR system, connecting the Tung Chung Line to the Hong Kong Disneyland Theme Park at Penny's Bay on Lantau Island. 3)       Rail Project – West Rail Phase 1 – completed by December 2003.  The first railway link between Northwest New Territories and urban Kowloon, comprises a 30.5 km long domestic passenger line. Apart from the termini at Tuen Mun and Nam Cheong, intermediate stations include Siu Hong, Tin Shui Wai, Long Ping, Yuen Long, Kam Sheung Road, Tsuen Wan West and Mei Woo, for a total of nine stations. Construction of West Rail involves building nine stations and a 32.5 hectare maintenance centre, and laying 88km of track along a route line comprising a 13.4km viaduct, 14.7km of tunnels and 2.4km of surface alignment, at a cost of US$6.03 billion. 4)       Light Rail Extensions – completed by 2003, at a cost of US$0.29 billion. The extensions integrate KCR Light Rail with the West Rail system. The project involves the construction of two new Light Rail extensions in Tin Shui Wai and the grade separation of Light Rail tracks from road traffic at major junctions in Tuen Mun.  For more information, please visit www.kcrc.com

 

5)       Cyberport – Phase I, 1A, & II – Offices & Cyber Center - Cyberport is an important Information Technology (IT) Infrastructure project being developed in Hong Kong, to support the HKSAR's Information Technology (IT) and Information Services (IS) strategy. 24 hectares, in Telegraph Bay, in the southern district of Hong Kong Island, estimated cost of US$2 billion.   Comprised of a mix of offices, residential, commercial and recreational facilities, Stage I is completed in 2002 with total net floor area 637,223 sq.ft.  Developer: Pacific Century Cyberworks.  For more information, please contact Cyber-Port Management Ltd. www.cyberport-project.com.hk or www.cyberport.com.hk

 

6)       H.K. Science & Technology Park – Offices the Science Park site at Pak Shek  Kok construction proceeds apace. Located near the Chinese University of Hong Kong on the coastal side of the Tolo Highway, the Park occupy 22 hectares, being developed in three phases over nine years providing a total gross floor area of 330,000 square metres of floor space.  There are total of nine custom-built premises under Phase 1, which completed by the first half of 2004, total gross floor area of 120,000 square metres.   The Science Park will house an Applied Science and Technology Research Institute, which will bridge the gap between academics and entrepreneurs by conducting applications-driven and market-oriented research and development work for transfer to industry. 7)       Chek Lap Kok Airport - opened on 6 July 1998 as scheduled. The airport could handle 35 million passengers and 3 million tonnes of air cargo a year when it was first opened, and these can be expanded in stages to reach 87 million passengers and 9 million tonnes of cargo a year by 2040. With the second runway, which began to operate on 26 May 1999, the flight capacity has increased from 37 to 45 movements per hour.

 

8)       MTR Project - The Tseung Kwan O Extension - completed by 2002. This is the 6th operational line of the MTR Corporation, which serves Tseung Kwan O new town and Yau Tong, Kowloon. 9)       Harbour Asia Treatment Scheme – Stage I - completed by December 2001, at a cost of US$1.06 billion. The construction of a 23.6 km long deep tunnel conveyance system to convey sewage collected from Kowloon stretching from Tsuen Wan in the west to Tseung Kwan O in the east and from northeast areas of Hong Kong Island comprising Chai Wan and Shau Kei Wan to Stonecutters Island, where a treatment works adopting a chemical process using ferric chloride is built to treat sewage. 10)   New Boundary Bridge between Lok Ma Chau and Huanggang completed by December 2004, at a cost of HK$256.6 million. The Bridge between the Lok Ma Chau and Huanggang Control Points (Shenzhen, China), which comprises a 90 metre section of bridge (the HKSAR bridge section) over the Shenzhen River up to the boundary of the HKSAR and the Mainland and a 250 metre long approach viaduct; ancillary works including civil, structural, landscaping and drainage, street lighting, traffic control and surveillance system and electrical and mechanical works; Contractor:  China State Joint Venture (Approach Viaduct under Design and Build Contract No. HY/2003/11). 11)   Smart Identity Card Project - the new Identity Cards for the Hong Kong People.  An international consortium led by PCCW Business e-Solutions Ltd. has won the contract for the provision of hardware, software and related services for the implementation of the Smart Identity Cary System     (SMARTICS) and the supply of 1.2 million blank smart cards, at a one-off value of US$21,128,487.  It plans to roll out the new system in mid 2003. 12)   Charter House – Commercial Bldg - completed by 2002. The Building is located in Central, HK with total net floor area 438,500 sq.ft.  Developer: Hong Kong Land

 

13)   Port Facilities - the first-purpose River Trade Terminal (RTT) built in Tuen Mun was completed at the end of 1999. The terminal is designed as a consolidation point for the rising volume of riverboat transhipment from the Pearl River Delta ports. 14)   URA (K2), Argyle Street/Shanghai Street, Kowloon -Commercial Complex -completed by 2004.  The total net floor area is 564,390 sq.ft.  Developer: Great Eagle / URA.

 

15)   418 Kwung Tong Road, Kowloon – Commercial Complex - completed by 2004.  The total net floor area is 568,000 sq.ft.  Developer: Sun Hung Kai Properties Ltd.

 

16)   KIL 11110 (Stage I) – Residential – completed by 2004.  The total net floor area is 462,607 sq.ft.  Developer:  Cheung Kong Holdings Ltd.

 

17)   Pacific Forum, 1 Queen’s Road East - Commercial Complex completed by 2004.  The total net floor area is 537,542 sq.ft.  Developer: Swire Properties Ltd.

 

18)   Hong Kong Movie City – completed by June 2004, at a cost of US$1.41 billion. It is located in Tseung Kwan O, Kowloon with a total area 48,600 sq.meters. The Hong Kong Movie City includes Studio House, Cinema, Video Center…. etc. 

 

19)   Container Terminal 9 – completed by 2004. The Terminal is located in Kwai Chung with a total area of 70 hectares. It has six berths located on Tsing Yi Island opposite Kwai Chung, with a design capacity to handle at least 2.6 million TEUs of containers a year. 20)   Two International Finance Centre - Commercial Complex - completed in 2003. The Building is located in Central, Hong Kong with total net floor area of 1,822,797 sq.ft.  Developer: SHKP / Henderson Land.

 

21)   Kowloon Station (Package VII – Stage I) – Commercial & Residential - completed by 2005.  The total net floor area is 721,429 sq.ft.  Developer: Sun Hung Kai Properties Ltd.

 

22)   KIL 11110 (Stage II) – Residential –completed by 2005.  The total net floor area is 462,607 sq.ft.  Developer: Cheung Kong Holdings Ltd.

28)   IT Projects – completed during 2002-2003, at a cost of US$88 million. It was implemented by the HK Government as a further promote IT awareness and encourage the wider adoption of IT in Hong Kong

 

 II.          Big Projects under Construction

 

1)       Expressway Network – currently under construction, it is across Mainland China which will include Hong Kong – an ambitious 85,000 km expressway network is to take shape across the nation during the next three decades. It will connect more than 2 billion people and cost an estimated 2 trillion yuan. The program envisages links from Beijing to Shanghai, Taipei, Hong Kong and Macau, Kunming, Lhasa, Urumqi and Harbin.

 

2)       New International Exhibition Centre- currently under construction, the initial phase is to be completed in end 2005 / early 2006, at a cost of US$0.26 billion. It is located at the H.K. International Airport – a public private joint venture project, it is a key development in the first phase of Skycity, the 57-hectare commercial complex,. 3) Stonecutters Bridge – currently under construction, is to be completed by end 2007, at a cost of HK$2.76 billion.  The Bridge with a clear span of about 1018 metres, a key component of Route 8 linking up Tsing Yi with Sha Tin. This new highway will provide direct access to Container Terminals No. 8 and No. 9 in Kwai Chung. 4) Route 9 between Tsing Yi and Cheung Sha Wan – currently under        construction, is to be completed by December 2007.  This section of Route 9 comprises a 7.6 km dual 3-lane highway. The major elements of the project include :- West Tsing Yi Viaduct; Nam Wan Tunnel; East Tsing Yi Viaduct; Stonecutters Bridge; Ngong Shuen Chau Viaduct. Access ramps connecting   Route 9 with the local road network at CT8 and CT9; and ancillary works including traffic control and surveillance systems, electrical and mechanical systems, geotechnical works, drainage works and environmental mitigation measures such as noise barriers, low noise road surfacing and landscaping works. 5)       Route 9 between Cheung Sha Wan and Sha Tin – currently under construction, is to be completed by April 2007.  This is a 5.9 km long dual 3-lane highway containing the following major elements: Lai Chi Kok Viaduct; Eagle's Nest Tunnel; Toll plaza; Sha Tin Heights Tunnel; Environmental mitigation measures and Ancillary works - electrical and mechanical works, drainage works, landscaping works and geotechnical works. 6)       Route 10 – North Lantau to Yuen Long Highway (NLYLH) – currently under construction, is to be completed by 2008 – Southern Section and 2010 (Tentative) – Northern Section. This is a 12 km (approx.) dual 3-lane expressway from North Lantau to Lam Tei in North West New Territories. It comprises two sections, namely the Southern Section (from North Lantau to So Kwun Wat) and the Northern Section (from So Kwun Wat to Lam Tei). Upon its completion, it will form a key element of Hong Kong's future road network and meet the anticipated traffic demand generated by the population growth in North West New Territories and the increasing cross-boundary traffic. 7)       Shenzhen Western corridor and Deep Bay Link – currently under construction, is to be completed by December 2005, at a cost of HK$4.6 billion.  The project includes: construction a 4-kilometre dual three-lane carriageway linking the Shenzhen Western Corridor at its landing point in Ngau Hom Shek with the Yuen Long Highway at Lam Tei; two interchanges respectively at Lam Tei and Ha Tsuen and construction of turnaround facilities with weighing station, vehicle recovery base and helipad at Ha Tsuen Interchange, as well as, a traffic control surveillance system and the others associated civil works facilities.  Design and Construction Consultant: Ove Arup & Partners (HK) Ltd. 8) Cyberport – Phase III – Residential - currently under construction, is to be completed in 2008, will provide about 2,800 flats. Developer: Pacific Century Cyberworks.

 

9)       Airport Railway – Phase 2 Projects currently under construction, which comprise West Rail Interface Works, which consist of Mei Foo Interchange; Nam Cheong Station; 4 Tracking Works. 10)   Rail Projects – East Rail Extension lines, Lok Ma Chau Spur Line - currently under construction, is to be completed by 2007, at a cost of US$3.5 billion. 11)   Shenzhen Line 4 – currently under construction, Phase 2 is to be completed in 2008, at a cost of approximately RMB$6.0 billion. The Shenzhen Metro Phase 1 network, now in operation comprises two lines, Line 1 (L1) between Lo Wu and the "Windows of the World" in the east-west direction, and the first phase of Line 4 (L4) connecting Huang Gang Boundary Control Point with Shaoniangong in the north-south orientation. The Phase 1 network, comprising 20 stations opened for commercial service on 28 December 2004. Phase 2 of L4 will be a natural extension of Shenzhen Metro L4 northwards from Shaoniangong to Longhua New Town Centre.

 

12)   H.K. Science & Technology Park – currently under construction, the Phase 2 is to be completed by 2006, which will occupy seven hectares with total of 105,000 square metres of floor space. Phase 3, seven hectares with total 105,000 square metres of floor space, is scheduled to be completed by 2009.  On completion, it provides a total gross floor area of 330,000 sq. metres. 13)   Hong Kong Wetland Park – currently under construction, Phase 2 is to be completed by late 2005.  The Park is built on the southern side of Deep Bay, south of the Tsim Bei Tsui Peninsula and northeast of Tin Shui Wai, N.T. It will occupy 64 hectares, including indoor visitor centre with exhibition hall, an audio-visual theatre, a resource centre, shop, and catering and ancillary facilities.  Phase 1 is completed at the end of 2000 comprises a 230 sq.meters Exhibition Pavilion with a landscaped forecourt.  For more information, please visit www.afcd.gov.hk

 

14)   A Major New Road Link between Hong Kong and Guangdong Province, China, Western Corridor – currently under construction, is to be completed in Dec 2005. The construction of the Hong Kong section of Shenzhen Western Corridor (SWC), comprising about 3.5km long dual 3-lane elevated carriageway, linking the proposed Deep Bay Link to the Shenzhen section of the SWC at the boundary of the Hong Kong Special Administrative Region and Shenzhen, as well as, the construction of associated civil, structural, marine, ship impact protection, electrical & mechanical works, and civil provisions for the Traffic Control and Surveillance System. 15)   Tung Chung - Ngong Ping Cable Car Project – currently under construction, to be completed by December 2005, at a cost of US$97 million and is operated by MTR.   The project comprises the construction and operation of a cable car system between Tung Chung Town Centre and Ngong Ping on Lantau Island. 16)   Rail Project - The Kowloon Southern Link, an extension of West Rail from Nam Cheong Station at Sham Shui Po to the East Tsim Sha Tsui Station which connects to the Hung Hom Station, the future Mass Transportation Centre of the Hong Kong SAR. 17)   Other infrastructural improvements - the government spends over US$ 0.6 billion on projects including the construction of the Yuen Long Southern Bypass, the Ting Kau bridge, and the massive West Kowloon reclamation project.

 

III.          Big Projects in Tender Stage

 

1) Invitation for Proposals Development of West Kowloon Cultural District – the HK Government will invite the private sector to finance and construct a major arts and cultural project, covering a 40-hectare waterfront site at the southern tip of the West Kowloon Reclamation. The development proposals have to cover the planning, design, financing, construction, operation, maintenance, management, marketing and promotion of the new district.  The project is under public consultation and construction will start by April 2006 and the facilities will be completed in phases between 2010 and 2012. It will comprise of a Theatre complex, water amphitheatre and piazzas with performance venue and art exhibition centre. The museum cluster will be 2nd stage. IV.          Big Projects under Consideration

 

1)       Hei Ling Chau Prison Development Plan - Hong Kong government plans to build a centralized prison complex in one of its outlying islands, Hei Ling Chau. The cost for the whole project is estimated to be HK$12 billion. Under the proposal, all penal institutions on Hong Kong Island and in Kowloon, as well as all the remand facilities in the territory, will be re-located to the proposed prison complex. 2)       Hong Kong Plans 2009 East Asian Games – Hong Kong has won the right to hold the East Asian Games in 2009.  The Hong Kong Government is expected to shoulder about US$10.4 million for upgrading existing sports facilities.  The total estimated cost is US$22.2 million for the 2009 East Asian Games.

 

3)       New bridge between Hong Kong with Zhuhai and Macao - linking Hong Kong, Macao and Zhuhai is under consideration. The State Council has agreed on the commencement of preparatory work for a bridge linking. A Hong Kong-Zhuhai-Macau Bridge Preparatory Work Co-ordination Group will be formed to examine the advance works of the project. The proposed construction of the bridge took a major step forward with an agreement to launch the Co-ordination Group to examine the advance works of the project was reached.  There will be a study on the hydrology, environmental protection, economic benefits and routing of the bridge.  The bridge will play an important role in Hong Kong's development and the Government is firm on implementing the project.  Estimated cost ranging between US$2 billion – US$3.7 billion.

5)       New Theme Park for Hong Kong – The HK Government has invited tenders for the sale of a plot on Ma Wan Island on the New Territories, covering 120,842 square meters.  Specifically, the HK Government is looking for innovative and creative proposals from private sector investors to develop at theme park for recreation and tourism-related purposes.  The tender will be closed at 12:00noon on Friday, 21 March 2003.  For more info, please visit www.info.gov.hk/landsd/tinfo/tnotices.htm

 

6)       Development of Two Sites into Leisure and Cultural Facilities – a site comprising 2.27 hectares at the junction of Tsui Ping Road and Lei Yue Mun Road in Kwun Tong and a site comprising 6.8 hectares at Area 45 in Tseung Kwan O, will be available for development by private sector investors, on a self-financing basis, into leisure and cultural facilities for use by members of the public. 7)       Central - Wan Chai Bypass and Island Eastern Corridor Link – construction is expected to start in 2004 for completion in 2012.  The project includes: construction of about 4 km long trunk road connecting the Rumsey Street Flyover at Central and the Island Eastern Corridor at Causeway Bay, including a 2.3 km long dual 3-lane road tunnel and two 0.7 km long 2-lane one-way road tunnels; installation of electrical and mechanical systems, including traffic control and surveillance systems, as well as, ancillary works.  Design and Construction Consultant: Maunsell Consultants Asia Ltd. 8)       Rail Project – Shatin to Central Link, is an extension of Ma On Shan Rail from Tai Wai to Central.  This is a cross-harbour link for the KCR network and marks a historic turning point for the Corporation. Civil works are planned to begin in 2004 following detailed design and statutory procedures. 10)   Logistic Park in Tai Ho – is under consideration.  The Logistic Park is located in a tourist spot in Sunny Bay, leisure and recreational development in Chi Ma Wan and North East Lantau. 

 

11)    Kowloon-Canton Railway Corporation - Tender and Pre-qualification Invitation Notices With effect from 1 August, 2004, all the invitation notices will be published only on Corporation’s website at http://www.kcrc.com/

 

12)   Tamer Development Project - covers the design and construction of a new Central Government Complex, Legislative Council Complex, Exhibition Gallery, Civic Place, associated car parking spaces and pedestrian footbridges at the Tamar site, located in Queensway, Hong Kong.  The HK Government invite five pre-qualified applicants to tender for the design and build contract for the Tamer Development Project in the second quarter of 2003.  They are: *China State - Hip Hing Joint Venture; *DRC Tamar Joint Venture; *Gammon Skanska Limited; *Hsin Chong - Obayashi Joint Venture;*Paul Y. - Shun On Joint Venture. Four out of the five pre-qualified applicants are joint ventures. The five pre-qualified applicants comprise a total of 11 companies.  The design and construction of the new facilities will cost about HK$5.9 billion, while the design and fabrication of exhibits in the exhibition gallery will cost HK$175 million. The construction work will commence in early 2004, to be completed by 2007.
